Has Education Cess on Income Tax significantly Improved the Literacy Rates in India?



Literacy rate is defined as the population of literates in the population aged 7 year and above.  Following are the literacy rates from the last three censuses conducted:

In case of whole of India, there was increase in literacy rates by 15 points over the period 2001-1991 and there was only 11 points over the next decade.  The highest increase of 24 points was observed in case of Chhatisgarh and Rajasthan states during the decade:2001-1991 and over the last decade the highest increase was of 20 points in case of Bihar.   Out of all the major states, the significant increase was observed only in case of Bihar only during the last decade.  For a few states of North-East, the increase was better seen in case of Tripura (18 points), Meghalaya (18 points), Uttar Pradesh (17 points) and Jharkhand (17 points).  One may easily observe that the increments over two decades for literacy rates show that there had been less improvement comparatively in the last decade even when Educational Cess on Income Tax was imposed for most of the Indian states.  Thus, this does indicate that whether cess or not, increase of literacy will have its own pace.
