There are total of 3,72,926 jail inmates as on 31st
December, 2011. Not all are confirmed
convicts. There are only little over
one-third are declared convicts. Only
2020 convicts are from foreign lands.
Over 96% are males. And the rest
of jail inmates mostly are under trials. Thus, quite a good number of the jail
inmates wait in jails for hearing their final verdict from judicial system in
India and may be for a long time. Some
of these inmates may have to wait in jails for more than what our law envisages
the punishment for their committed crimes or even for not having committed any
crime. Most of these unfortunates are
males (96%). Maximum number of inmates
from UP (82,383) and the convicts also are maximum (28,051) from the same state. Madhya Pradesh is the next state with 32,916
inmates and 15,956 convicts. Under
trials are much more from UP. The convicts as well as under trials from various
states are mostly for crime: Murder. UP
account for about 22% of total convicts, whereas MP has the contribution of
over 12% i.e. one third of total number of convicts from these two states of
India. Law and order problem will be
addressed in India quite effectively if we happen to put this in place in these
two states. Most of these convicts are
either illiterate (37,912 out of 1,28,592) or education below class X
(57,098). Under trial inmates (2,41,200)
also comprise of 74,203 illiterates and 1,02,852 having education below class
X. Education may be answer to control
the law and order problem. At least in
jails, one may try to increase the educational level of the jail inmates if not
the entire population in UP and MP.
